Hungarian higher education operates today under two mutually reinforcing pressures. The first is educational attainment: according to Eurostat data, the share of graduates in the 25–34 age group in Hungary is still only around 32.6 percent, while the EU average sits above 44 percent, and the target set for 2030 is 45 percent. The second is demography: the number of births hit a historic low in 2024, which — with a lag of a few decades — will eventually show up in applicant numbers too. Meanwhile, the governance system is being restructured as well: under a provision that took effect in the summer of 2026, the government will abolish public-interest asset management foundations (KEKVA) by 2027.
In this environment, every forint secured and every grant won takes on greater weight. A Horizon Europe award or a domestic research grant is about more than money: it means prestige, scientific continuity, and a shot at the next grant. But funding comes with a fixed deadline for accounting for the spend — while procurement, in most institutions, is in no particular hurry. Everyone in the sector knows this tension, yet it is rarely handled with the seriousness it deserves.
A research team wins a grant under which it must draw down the funds by a given date: it has to spend the money on an instrument, a reagent, or a service. But from the moment a need arises to the point an order is actually placed, a lead time of 30–45 days is not unusual in paper-based or fragmented systems. The request is initiated by the principal investigator, approved by the department head, countersigned by finance, routed through the procurement office, and in some places through the chancellor's office as well.
No single step is long on its own. But when the matter moves along through emails, documents passed around, and “who has it now?” questions, days turn into weeks. The research stalls while the process runs its course. In the worst case, the drawdown deadline slips out of our hands, and hard-won money is put at risk.
This is not a matter of negligence — it is structural slowness.
Because few organizations have approval processes this intricate. Beyond the amount, the path of a university procurement depends on the source of funding — own budget, domestic grant, EU project, or development fund — as well as on which faculty or institute is initiating it and which internal rules apply. The accounting and approval logic of an EU-grant procurement differs fundamentally from that of a departmental equipment order.
